How to get Vietnam CR Certification

What is CR Certification?

CR Certification is Vietnam's mandatory product conformity assessment mark, regulated by the Directorate for Standards, Metrology and Quality (STAMEQ) under the Ministry of Science and Technology (MOST) of Vietnam. For any product listed in the mandatory catalog, if it fails to obtain the CR mark, it will not be able to process import customs clearance, nor will it be allowed to be sold on the market.

Currently, Vietnam implements mandatory safety certification for 13 categories of electrical and electronic products. The standards used for certification are Vietnamese National Standards, which are identical to the standards of the International Electrotechnical Commission (IEC) or the International Special Committee on Radio Interference (CISPR).

Two Main Certification Pathways

1. Declaration of Conformity (DoC)

Applicable to low-risk products. Enterprises sign the declaration themselves, submit technical documents and test reports, and complete the filing in the system of the relevant department.

• Certification cycle: Approximately 2-4 weeks.

2. Certificate of Conformity (CoC)

Applicable to high-risk products. A certificate must be issued by a third-party certification body. In addition to product testing, some categories also involve factory audits.

• Certification cycle: Approximately 2-3 months.

Vietnam CR Certification Process

1. Confirm Scope: Verify whether the product is included in the mandatory catalog.

2. Determine Standards: Determine the applicable QCVN standards and certification pathway.

3. Sample Testing: Send samples to a Vietnam-recognized laboratory for testing.

4. Prepare Technical Documents: Including user manuals, circuit diagrams, labels, etc. (These must be provided in the Vietnamese language).

5. Submit Application: Proceed with the DoC filing or CoC audit.

6. Obtain Certification and Affix Label: After obtaining the certification, the CR mark must be affixed to the product.

Additional Notes:

• Vietnam's power grid is 220V/50Hz, and product design must consider voltage fluctuations.

• The certificate is generally valid for 3 years. During the validity period, the competent authority will conduct irregular spot checks.
