To ensure the safety of products sold on the EU market, and to ensure that products imported from outside the EU bearing the ce marking comply with EU laws and regulations on consumer protection, property protection, and environmental protection, EU legislation imposes the following requirements on manufacturers outside the EU:
(1) Appoint an EU Authorized Representative
Manufacturers outside the EU must appoint an Authorized Representative established within the territory of the 30 member states of the EU plus EFTA, who will act exclusively on behalf of the non-EEA manufacturer to liaise with governments and authorities across the 30 European countries.
(2) The Authorized Representative’s Details Must Be Printed on Packaging
The name and address of the manufacturer’s EU Authorized Representative must be clearly printed on the packaging, labels, user manuals, etc., of products imported from outside the EU that bear the CE marking.
(3) Technical Files Must Be Kept by the EU Authorized Representative
The EU Authorized Representative must keep the most up-to-date Technical Files for all products bearing the CE marking. In accordance with EU law, these files must be readily available for inspection by CE surveillance authorities within the EU at any time. The technical files shall be retained by the EU Authorized Representative for at least 5 years after the last batch of products has been placed on the market.
(4) Establish an Accident Prevention and Monitoring System
Manufacturers outside the EU must establish an effective accident prevention and monitoring system within the EU, and their EU Authorized Representative shall provide assistance with product accident reporting, notification, recall, etc.

All products that require the CE marking must have an EU Authorized Representative.
Products that require the CE marking include:
Toys, electronic products, personal protective equipment, machinery, construction products, gas appliances, recreational and private craft, pressure equipment, and measuring instruments. All products bearing the CE marking are subject to this regulation, except for medical devices, civil explosives, and certain lifts and cableway installations.

The following entities are eligible to act as an EU Authorized Representative:
① Manufacturers or brands (if established within the EU).
② Importers established within the EU.
③ Authorized representatives established within the EU, who are designated in writing as responsible persons by the manufacturer or brand.
④ Distribution service providers established within the EU.
