16 CFR Part 1505 is a mandatory safety standard for battery-operated toys under the U.S. Code of Federal Regulations, developed by the U.S. Consumer Product Safety Commission (CPSC). It aims to ensure that battery-operated toys do not pose risks of electric shock, mechanical injury, or fire to children during use.
• Electrical Safety: Must comply with standards such as UL 696 to prevent short circuits, overheating, or electric leakage.
• Mechanical Safety: Moving parts shall be equipped with protective devices to avoid pinching or scratching injuries.
• Flammability Safety: Materials must be flame-retardant to reduce fire risks.
• Cross-border e-commerce platforms including Amazon require products to be accompanied by a CPC Certificate proving compliance with 16 CFR Part 1505; otherwise, listings will be removed.
• U.S. Customs may detain non-compliant goods, resulting in customs clearance delays.
• Avoid legal lawsuits arising from child injuries caused by design defects (e.g., battery explosions, exposed moving parts).
• Reduce financial losses caused by product recalls or fines (which can reach millions of U.S. dollars).
1. Select an Accredited Laboratory
Testing must be performed by a CPSC-accredited laboratory (e.g., JJR LAB).
2. Submit a Testing Application
○ Send 1 representative sample to the laboratory via traceable logistics (e.g., DHL).
○ Complete the application form and provide product documentation (including circuit diagrams and material lists).
3. Testing and Reporting
The laboratory conducts electrical, mechanical, flammability and other tests in accordance with the standard and issues a test report (within 5–7 working days).
4. Apply for a cpc certificate
Based on the qualified test report, the manufacturer or importer shall sign a Certificate of Compliance (CPC Certificate) stating that the product complies with 16 CFR Part 1505.
Item | Lead Time | Price Range |
Routine Testing | 5–7 working days | USD 698 per model |
Expedited Testing | 3 working days | Routine fee + USD 300 expedite fee |
Combined Testing for Multiple Models | Extended by 2–3 working days | Reduced to USD 230 per group (minimum 20 groups) |
Material Type | Specific Requirements |
Sample | 1 complete product (including packaging), covering all models/colors (different materials require separate testing). |
Technical Documents | Product manual, circuit diagram, material composition statement (supplier information must be listed). |
• Labeling Specifications: Products must be marked with “cpsc compliant” and warning labels (e.g., applicable age, battery warnings) where applicable.
• Regular Updates: Retesting is required after changes to materials or production processes to maintain continuous compliance.
