cec is the abbreviation for the California Energy Commission. Its responsibility is to promote the development of the energy market in a direction of healthy competition. The Appliance Efficiency Regulation, implemented by this organization since 1976, is the only mandatory energy conservation regulation in the United States that can influence non-governmental consumer behavior, and it has played an important role in reducing energy consumption.
The regulation stipulates that electrical products sold in California, USA, must first comply with the equipment energy efficiency regulations. This regulation sets out energy efficiency index requirements, measurement methods, and phased implementation plans for 58 categories of electrical products. According to the requirements of this regulation, electrical products must be tested by qualified laboratories in accordance with the corresponding US regulations or standards, and can only be sold in California, USA, after being proven to meet the requirements.
The 58 categories of products sold in California, USA, require CEC product energy efficiency certification, mainly targeting home appliances, power supplies, and lighting (ballasts or energy-saving lamps). The sale of these 58 categories of electrical and electronic products in California requires CEC energy efficiency certification. The regulation is specifically divided into energy efficiency index requirements, measurement methods, and phased implementation plans.

This energy act has special performance requirements for switching power supplies. It has two levels, "III" and "IV" (Level 3 and Level 4). It has relatively high requirements for the no-load power consumption and overall efficiency of switching power supplies.
The implementation for power supply devices is divided into two phases:
Phase One was implemented starting July 1, 2007.
Level III Requirements (Applicable from July 1, 2007, to July 1, 2008):
