The Australian and New Zealand children's toy safety standard AS/NZS ISO8124, based on ISO 8124-1: 2009 with additional Australian-specific amendments, specifies the general safety, structural, and labeling requirements for children's toys, as well as testing methods.

The purpose of the standard is to reduce the potential hazards to children from toy use in both intended (normal use) and unintended (misuse) scenarios. The standard applies to children under the age of 14.

 

On February 25, 2022, Australia issued G/TBT/N/AUS/137 36 notification, releasing a draft mandatory standard for toys for children under 36 months.

 

Mandatory Safety Standard for Toys for Children Under 36 Months 

This standard refers to certain requirements from the 2002 version of Australia's voluntary standard. The voluntary standard was updated in 2019 and further revised in 2020. The ACCC proposed a new mandatory safety standard for toys for children aged 36 months (inclusive) and under, which allows suppliers to comply with the latest version of the Australian voluntary standard as follows: 

- Australian/New Zealand Standard (AS/NZS ISO 8124.1:2019 – Part 1: Safety aspects related to mechanical and physical properties) 

- International Standard (ISO 8124-1:2018 Toy Safety – Part 1: Safety aspects related to mechanical and physical properties) 

- European Standard (EN 71-1:2014+A1:2018 Toy Safety – Part 1: Mechanical and physical properties) 

- US Standard (ASTM F963 – 17 Standard Consumer Safety Specification for Toy Safety)

 

The new safety standard will not impose any additional requirements other than those included in these voluntary standards. Allowing compliance with these voluntary standards will reduce the complexity of current regulation and vendor duplication, thereby reducing technical barriers to trade.

Definition of Children's Toys in Australia 

In Australia, children's toys are those designed specifically for children under the age of 14 or explicitly intended for children's play.

 

Relevant Requirements 

Amazon's policy requires that toys sold through the Amazon website must comply with specific certification standards. To sell such products on Amazon, you must apply and submit the following information: 

1. Company Name 

2. Seller Number 

3. Email Address 

4. Phone Number 

5. List of ASINs for toys you wish to sell 

6. Certification documents issued by accredited testing laboratories or agencies proving the products have been tested.
