Regulatory Requirements for Canadian Toys

Toy safety is directly related to children’s physical and mental health. With strict emphasis on child health and safety, Canada has established a comprehensive system of toy testing standards and regulations.

Core Regulation: sor/2011-17

Toys Regulations (SOR/2011-17) is the primary market access regulation for toy products in Canada, covering technical requirements and test methods.

Regulatory Module

Specific Requirements

Labeling Requirements

Age marking, instructions for use, bilingual warning statements

Mechanical Hazards

Small parts, sharp points, sharp edges, cords, filling materials, etc.

Flammability Hazards

Flammability limits and corresponding test methods

Toxicological Hazards

Heavy metal migration, phthalates and other chemical substances

Electrical & Thermal Hazards

Electrical safety of battery-operated toys

Microbiological Hazards

Hygiene requirements for specific products such as water toys

Special Products

Special provisions for rattles, pacifiers, soothers and similar items

Other Relevant Regulations

In addition to SOR/2011-17, toys exported to Canada must also comply with the following regulations:

Consumer Products Containing Lead Regulations (SOR/2018-83) — Restriction on total lead content

Phthalates Regulations (SOR/2016-188) — Restriction of 6 types of phthalates

Surface Coating Materials Regulations (SOR/2016-193) — Lead limit in coating materials

Compliance Reminder: Canadian toy regulations differ from EU EN71 and US ASTM F963 in test items and limit values. Confirm specific requirements of the target market before export.

Frequently Asked Questions (FAQ)

What certification is required for toys exported to Canada?

Toys sold in Canada must comply with regulations under the framework of CCPSA (Canadian Consumer Product Safety Act), mainly Toys Regulations SOR/2011-17, as well as special requirements for lead and phthalate restrictions.

What are the differences between SOR/2011-17, EU EN71 and US ASTM F963?

The three standards share similar safety concepts but differ in specific test methods, limit values and labeling rules. For example, Canada requires bilingual labels (English + French) and has different phthalate control scopes compared with the EU. Targeted testing is recommended before export.

How many samples are required for Canadian toy testing?

Generally 2-3 complete sets of samples are required, with exact quantity determined by test items. For electric toys, additional batteries and chargers shall be provided if applicable.

What is the validity period of the test report?

Canadian authorities do not specify an official expiry date for test reports. Retesting is recommended if there are major changes in product design, raw materials or production processes.

Are JJR LAB test reports recognized in Canada?

JJR LAB holds CNAS and CMA qualifications, plus UKAS and CPSC accreditation. Our test reports are acceptable for product compliance declaration and import/export customs clearance.
