Consumer Product Safety Improvement Act (cpsia)

The U.S. Consumer Product Safety Commission (CPSC), established in 1972, aims to protect consumers by reducing injuries and deaths caused by consumer products.

 

CPSC Certifications are divided into two categories: children’s products and non-children’s products. The two main certificate types are:

 

1. Children’s Product Certificate (CPC)

2. General Certificate of Conformity (GCC)

 

Currently, the CPSC regulates more than 15,000 types of consumer products. These include children's toys, household appliances, fireworks, and other products used in homes, schools, and recreational settings.

 

Key Testing Items and Limits

1. Lead (Pb) in paintused on toys, children's products, furniture, indoor surfaces, or areas accessible to children:

 

Single test limit: 90 ppm

Composite test limit: 72 ppm

 

2. Lead (Pb) in interior furnituresuch as windowsills, door frames, staircases, or railings that may be touched by children:

 

Limit: 100 ppm

 

3. Phthalates (DEHP, DBP, BBP)in children’s toys and childcare articles:

 

Limit: 1,000 ppm each

 

4. Phthalates (DINP, DIDP, DNOP)in toys or childcare products that may come into contact with a child’s mouth:

 

Limit: 1,000 ppm each

 

cpsia certification Process

1. Understand CPSIA Regulatory Requirements

Before beginning the certification process, companies and manufacturers should gain a comprehensive understanding of cpsia requirements. This includes knowing the applicable safety standards, testing protocols, labeling rules, and instructions. Working with professional certification bodies or legal consultants can provide valuable guidance.

 

2. Select a Certification Body

Choose a certification body that complies with relevant U.S. regulations. The organization should be capable of testing products, evaluating compliance, and issuing cpsia certificates. It’s essential to select a reputable and experienced provider to ensure an efficient certification process.

 

3. Submit Product Samples for Testing

After selecting a certification body, companies must submit product samples for testing. These tests may include assessments of physical properties, chemical content, flammability, and more. The objective is to confirm that the product meets CPSIA safety standards and legal requirements.

 

4. Prepare Certification Documents

Alongside the testing process, companies must compile relevant documentation. This may include product manuals, labels, safety declarations, and test result summaries. These materials should clearly demonstrate the product’s safety, compliance, and supporting evidence.

 

5. Undergo On-Site Audit (If Required)

In some situations, the certification body may require an on-site audit of the manufacturing facility. This audit ensures that the production processes meet CPSIA standards and that product quality is stable and consistent. Companies should support the audit by providing access and relevant documents.

 

6. Receive the CPSIA Certification

Once the product passes all required testing, documentation is reviewed, and (if applicable) the facility audit is completed, the company will receive the official CPSIA certificate. This certificate confirms compliance with CPSIA regulations. Certified products may then display the CPSIA mark and be legally sold in the U.S. market.
