E-Cigarette GB 41700 Compliance Testing

To safeguard consumer interests and regulate the development of the e-cigarette industry, following the implementation of the Measures for the Administration of Electronic Cigarettes, the mandatory national standard GB 41700-2022 Electronic Cigarettes has been officially enforced since October 1, 2022. After the standard takes effect, all e-cigarette products sold in the market must comply with this national standard. Products and services that fail to meet the mandatory requirements shall not be manufactured, sold, imported, or provided.

Partial Technical Parameters of GB 41700-2022 for Electronic Cigarettes

① The general safety design of e-cigarette devices shall comply with the requirements of GB 4706.1.

② The electromagnetic compatibility design of e-cigarette devices shall conform to the specifications of GB 4343.1.

③ Materials in contact with the oral cavity, aerosol, and e-cigarette emissions shall meet the requirements of GB 4806.1 and GB 4806.3 ~ GB 4806.11.

④ Materials not in contact with the oral cavity, aerosol, and e-cigarette emissions shall comply with the limit requirements for restricted substances in homogeneous materials specified in GB/T 26572 (China RoHS Limit Standard).

⑤ The products shall not be appealing to minors, and their characteristic flavors shall not include any flavors other than tobacco. The aerosol shall contain nicotine.

⑥ Lithium-ion batteries and battery packs shall meet the marking and safety requirements of SJ/T 11796.

⑦ Nicotine used shall be extracted from tobacco, with a purity of not less than 99% (mass fraction).

⑧ Only 101 types of additives listed in Appendix A are permitted in the aerosol, with maximum addition limits specified for each type.

⑨ E-cigarette devices and pods using e-liquid shall adopt a sealed structure to prevent manual refilling.

⑩ E-cigarette devices and pods using e-liquid shall maintain good airtightness and be free from liquid leakage.

⑪ E-cigarette devices shall be equipped with child-resistant activation features and protection functions against accidental activation.

⑫ The temperature of the atomization area shall not exceed 350℃.

⑬ The nicotine concentration in the aerosol shall not exceed 20mg/g, and the total nicotine content per unit shall not exceed 200mg.

⑭ The nicotine release per puff shall not exceed 0.2mg.

⑮ Limit requirements are specified for impurities and contaminants in the aerosol, including 2,3-butanedione, heavy metals, and arsenic.

⑯ Limit requirements are set for the per-puff release of carbonyl compounds in e-cigarette emissions, such as formaldehyde, acetaldehyde, acrolein, and 2,3-butanedione.

In addition to the above national standard requirements, for e-cigarettes exported to the EU, testing shall also cover hazardous substances, packaging materials, electromagnetic compatibility, battery safety standards, battery transportation safety, safety and energy efficiency, as well as compliance with the EU Tobacco Products Directive 2014/40/EU.
