Electronic products exported to the EU must pass CE certification, covering core directives such as LVD, EMC, and RED. From identifying standards to preparing technical files, the testing and mark-affixing process takes 2-8 weeks. Starting in 2026, the eu authorized representative's information must be labeled on the product. Furthermore, whole-machine certification cannot be substituted by component certification, and the UK market requires a separate ukca application.


To export electronic products to the European Union market, the core threshold that must be crossed is CE Certification (Conformité Européenne). It is not a single test, but a mandatory market access system enforced by the EU for product safety, health, environmental, and consumer protection. Only products affixed with the CE mark can circulate freely within the EU and the European Economic Area (EEA).


EU CE Certification Requirements and Processes

I. Core Applicable Directives and Testing Standards

Electronic products are usually not regulated by a single directive; they need to meet the requirements of multiple directives simultaneously. The three core directives include:

  • Scope: Mainly targets electrical equipment with a voltage rating between 50V and 1000V for alternating current (AC), and between 75V and 1500V for direct current (DC).

  • Core Requirements: Ensures that the product will not cause safety risks such as electric shock, fire, or overheating to humans, domestic animals, and property under normal and foreseeable fault conditions.

  • Common Testing Standards: Household appliances (EN 60335), Audio/video and IT/communication equipment (EN 62368-1, which replaced the old EN 60950), Lighting fixtures (EN 60598), etc.

  • Electromagnetic Compatibility Directive (EMC, 2014/30/EU)

  • Scope: Almost all electronic products with electrical components.

  • Core Requirements: Ensures that the electromagnetic interference (EMI) generated by the equipment during operation is within a reasonable range, and that it has the ability to resist external electromagnetic interference (EMS - Electromagnetic Susceptibility) without affecting the normal operation of other equipment.

  • Common Testing Standards: en 55032 (Multimedia equipment - Emission), EN 55035 (Multimedia equipment - Immunity), EN 55014 (Household appliances), etc.

  • Radio Equipment Directive (RED, 2014/53/EU)

  • Scope: Equipment with radio transmission/reception functions (such as Bluetooth, Wi-Fi, 4G/5G, RFID, etc.).

  • Core Requirements: In addition to covering the safety requirements of EMC and LVD, it must also ensure the rational use of the radio spectrum. Furthermore, new cybersecurity requirements have been added starting from 2025.

  • Common Testing Standards: EN 300 328 (Wideband transmission systems), EN 301 489 (EMC standard for radio equipment), etc.

  • Supplementary Directives: Additionally, electronic products must also comply with the RoHS Directive (Restriction of the use of certain hazardous substances like lead, mercury, and cadmium) and the erp directive (Ecodesign requirements for energy-related products).


II. Certification Paths and Compliance Models

CE certification is not uniformly issued by an official authority; instead, it is divided into two compliance paths based on the risk level of the product:

  1. Self-Declaration Model (Low-Risk Products)

  • Applicable Objects: Low-risk products such as ordinary household appliances, conventional IT equipment, and small toys.

  • Process: The manufacturer independently completes the product assessment and testing, compiles technical files, and signs the EU Declaration of Conformity (DoC) before affixing the CE mark. No third-party agency certificate is required.

  1. Notified Body Intervention Model (High-Risk Products)

  • Applicable Objects: High-risk products such as medical devices, explosion-proof equipment, and certain wireless communication equipment.

  • Process: Strict testing and auditing must be conducted by a third-party "Notified Body" (NB) authorized by the EU, which will then issue a certificate. When affixing the CE mark, the four-digit identification code of the Notified Body must be displayed alongside it.


III. Standard Application Process

  1. Identify Applicable Directives and Standards: Accurately match the applicable EU directives and the corresponding EN harmonized standards based on the product's function, voltage, and usage scenarios.

  2. Product Testing and Rectification: Entrust a qualified laboratory to conduct specialized tests for LVD, EMC, RF, etc. If the tests fail, design modifications and rectifications must be made until the product passes.

  3. Compile the Technical Construction File (TCF): This is the core documentation for dealing with customs and market spot checks. It must include: product descriptions, circuit and structural diagrams, Bill of Materials (BOM), risk assessment reports, test reports, multi-language user manuals, etc.

  4. Sign the Declaration of Conformity (DoC): Formally signed by the manufacturer or their authorized representative in the EU, officially declaring that the product complies with all applicable EU regulations.

  5. Affix the CE Mark: Clearly and permanently affix the CE mark onto the product itself or its packaging (the minimum height of the CE letters must not be less than 5mm).


IV. Certification Cycle and Costs

  • Certification Cycle: Usually ranges from 2 to 8 weeks. The exact timeframe depends on the complexity of the product, the required test items, and the speed of any necessary rectifications.

  • Certification Costs: There is no fixed standard. The cost is primarily influenced by product complexity, the number of testing items, and whether a Notified Body (NB) audit is required. Simple electronic products may only incur $1,000 - $3,000 in testing fees, whereas complex wireless equipment or products requiring NB intervention could cost up to $7,000 - $9,000.


V. Pitfall Avoidance and Compliance Precautions

  • Non-EU Enterprises Must Appoint an EU Authorized Representative (EC Rep): According to EU regulations, overseas manufacturers must appoint an authorized representative within the EU who is responsible for maintaining technical files and communicating with regulatory authorities. Starting in 2026, the name and contact information of this representative must be clearly marked on the product label.

  • Technical Files Must Be Retained for at Least 10 Years: After a product is placed on the market, the complete set of Technical Construction Files (TCF) must be properly preserved for a minimum of 10 years, ready for spot checks by EU market surveillance authorities at any time.

  • Beware of the "Lifetime Validity" Misconception: CE certification does not have a fixed expiration date. However, once the product's circuits, structural designs, or key components are altered, or if the EU updates the relevant harmonized standards, the original compliance documents become invalid, and the product must be re-tested and re-evaluated.

  • Whole-Machine Certification Cannot Be Replaced by Component Certification: Even if key components used inside the product (such as power supplies and chips) have already obtained CE certification, the final whole-machine product must still independently undergo a full set of compliance assessments and tests. It cannot be directly exempted.

  • The UK Market Requires a Separate Application: Following Brexit, products exported to the UK (Great Britain region) no longer fall under the CE mark jurisdiction and must apply for ukca certification separately.
