Effective August 1, 2026, the new "Electric Toys - Safety" (GB/T 19865-2024) standard has been officially implemented! This completely replaces the old standard (GB 19865-2005) and marks a massive upgrade to China's electric toy safety regulations.
In response to frequent severe injuries and fatalities caused by children swallowing button batteries, the new national standard introduces strict controls:
Structural Safety Upgrades: Battery compartments can no longer be opened without a tool (such as a screwdriver or coin). The previous design that allowed opening by applying "two simultaneous actions" is strictly banned.
Enhanced Labels and Warnings: Toys using button or coin batteries must display prominent warnings on their packaging and instruction manuals to minimize ingestion risks at the source.
With the boom in smart toys, the new standard significantly tightens safety requirements:
Stricter Electrical Safety: Introduces precise requirements for insulation materials, electrical clearance, and creepage distances. Toys with built-in batteries must now feature overheat protection mechanisms for abnormal conditions like overcharging, over-discharging, and short circuits.
Coverage of Emerging Categories: The regulatory scope now includes computer toys, solar toys, and mobile toys.
Optical Radiation and EMC Controls: Mandates blue light hazard assessments for LED toys. Wireless toys must meet Electromagnetic Compatibility (EMC) radiation limits, while AI smart toys require verification for data encryption and privacy protection.
Mechanical Safety: Requires all electric toys to have smooth edges. It adds impact testing (0.7 Joules, 6 impacts) and small parts ingestion assessments to prevent mechanical injuries.
Fire Resistance and Flame Retardancy: Non-metallic enclosures must pass a 750°C glow-wire test. Strict flame-retardant requirements have also been added for headwear toys (like masks) and toy tents.
To ensure a smooth industry transition, the new standard adopts a practical "dual safeguard" approach:
12-Month Production Transition: Manufacturers are given ample time to optimize production lines and adjust raw material procurement. Moving forward, all newly manufactured products must fully comply with the new standard.
12-Month Sales Transition: Inventory produced under the old standard is permitted to be sold until next year (July 31, 2027) to ensure an orderly clearance of existing stock.
