Electrical Safety Test Report for Thailand Bluetooth Devices

The National Broadcasting and Telecommunications Commission (NBTC) of Thailand has announced an important regULatory update that will affect Bluetooth-enabled devices and other equipment operating in the 2.4 GHz and/or 5 GHz frequency bands.

 

Pursuant to the NBTC Technical Standard TS 1035‑2562 – "Radio Communication Equipment Using 2.4 GHz and/or 5 GHz Frequencies", Bluetooth devices are now requiRED to submit an Electrical Safety Test Report as part of the Supplier’s Declaration of Conformity (sdoc) process.

 

This change aligns the NBTC’s interpretation of the standard with international safety and compliance practices, and closes a long-standing gap in the certification requirements for 2.4 GHz radio equipment.

Requirement for Bluetooth Devices

On or before 31 January 2026

The National Broadcasting and Telecommunications Commission (NBTC) will continue to issue SDoC certificates without requiring an Electrical Safety Test Report.

From 1 February 2026 onwards

Submission of an Electrical Safety Test Report shall become a mandatory requirement for all Bluetooth devices applying for NBTC SDoC certification.

 

Key Changes

Previously, Bluetooth devices were exempt from electrical safety testing requirements, as the old NBTC standard (NTC TS 1012‑2551) applied only to wireless local area network (Wi‑Fi) equipment.

However, the new standard NBTC TS 1035‑2562 has expanded its scope to cover all radio communication equipment operating in the 2.4 GHz and/or 5 GHz frequency bands, including:

• Bluetooth and Bluetooth Low Energy (BLE) devices

• Zigbee, short‑range devices (SRDs) and IoT devices

• Wi‑Fi transceivers and access points

Accordingly, the National Broadcasting and Telecommunications Commission (NBTC) has reinterpreted the standard to clarify that electrical safety testing now applies to all such equipment, including Bluetooth devices.

 

Subsequent Certification Requirements

From 1 February 2026 onwards, Bluetooth products applying for nbtc certification must include the following documents when submitting SDoC certification materials:

• Radio Frequency (RF) Test Report

• Specific Absorption Rate (SAR) Report (where applicable)

• Electrical Safety Test Report – demonstrating compliance with recognized safety standards such as:

○ IEC 60950‑1, iec 62368‑1, or other applicable safety frameworks

○ TIS 1561‑2013 (Thai National Safety Standard)

This update ensures that Bluetooth devices are assessed for both radio performance and electrical safety, which not only strengthens user protection but also aligns Thailand’s certification regime with global compliance standards.

 

Impact on Manufacturers and Importers

After February 2026, Bluetooth and other 2.4 GHz/5 GHz radio equipment must be retested or supported by a compliant electrical safety report prior to SDoC submission.

Under the current transitional rules, applications submitted by 31 January 2026 will still be accepted without the requirement for a safety report.

Manufacturers are advised to update their test documentation as early as possible to avoid delays when the new rules take effect.
