The EU General Product Safety Regulation (gpsr) 2023/988 officially came into mandatory force on December 13, 2024, replacing the former General Product Safety Directive (GPSD) and Council Directive 87/357/EEC on dangerous products resembling food.
It applies to all non-food consumer goods placed on or sold within the EU market, including toys, baby & toddler products, kitchenware & tableware, furniture and other daily commodities. For products to be exported to the EU market, full compliance with GPSR mandatory requirements is essential. • Regulated Merchants: All sellers exporting goods within the GPSR scope to the European Union
• Regions of Enforcement: EU territories & Northern Ireland of the UK; not applicable to Great Britain (England, Scotland and Wales)
• Product Coverage: Most non-food consumer goods sold in the EU, including second-hand goods, repaired goods, reconditioned products and spare parts. Exceptions apply if specific EU safety regulations (e.g., LVD Directive) have stipulated dedicated safety requirements for certain product categories.
Per GPSR provisions, all products sold to EU consumers must display valid contact details of the EU-based manufacturer, importer, or authorised representative established in the EU, including postal addresses and electronic contacts. Warning notices and safety instructions are also mandatory.
For remote and online sales, clear marking of the manufacturer and the designated EU Responsible Person is strictly required. Additionally, manufacturers are obligated to conduct systematic product risk analysis (covering emerging technology-related risks), update technical documentation, and retain all records for a minimum of 10 years.
Display the full name and detailed contact information of the EU responsible person in product descriptions, including physical postal address and electronic contact (email / official URL).
Product labels shall contain:
• Contact information of the EU responsible person, manufacturer and importer (if applicable)
• Unified warning statements and safety instructions
• Identifiable marks for product type, batch number, serial number or other unique identification elements
Publish the manufacturer’s full name, physical address and electronic contact details (email / URL) on all online product listings.
Besides standard EU compliance markings and labels, online product pages must feature visiblesafety warnings and guidelines, fully translated into the local language of the sales territory.
