The National Telecommunications Commission (NTC)of the Philippines is responsible for regULating the country's wireless and telecommunication services. All wireless and telecommunication products entering the Philippine market must obtain NTC certification.

Certification Categories

NTC certification is divided into three types: Type Approval, Type Acceptance, and Grant of Equipment Conformity:

 

1. Type Approval

 Applies to equipment communicating with telecommunication networks within buildings, such as desktop computers, switches, etc.

 

2. Type Acceptance

 Applies to devices with wireless functions, such as Bluetooth headsets, TPMS, etc.

 

3. Grant of Equipment Conformity

 Applies to CPE devices with wireless interfaces, such as tablets, mobile phones, wireless printers, etc.

 

Product Scope

Covers telecommunication equipment and terminal devices. Previously mandatory regulations for mobile communication products have been extended to all wireless-related products.

 

Testing Items

- Radio Frequency (RF) testing (CE-RF test or fcc id report)

 

RequiRED Documents

1. Application form

2. Power of Attorney (POA)

3. Product manual

4. NTC certificate of recognized module (if using a pre-approved module)

5. Test reports:

 - RF test report: 2G, 3G, LTE, WLAN, RFID, BT, ANT+, WiGig, etc.

 - RF-emc test report

 - EMC test report

 - Safety report (Short Range Devices (SRD) can use ce-lvd report)

 - SAR report (for mobile phones and WWAN tablets)

 

Certification Process

1. Fill out the application form and POA

2. Client signs the POA and submits relevant test reports

3. Submit official application to NTC

4. Official review and sending of review email to the issuing laboratory

5. Certificate issuance

 

Certification Timeline & Validity

- Timeline:2–3 weeks

- Validity:Long-term (certificate does not expire)

 

Factory Inspection

- Not required

 

Notes & Important Considerations

1. Except for RF reports, all other test reports should be based on the actual product.

2. For RF reports, the module’s RF report can replace the product’s RF report.

3. RF report priority: Module NTC certificate > fcc report > CE report.

4. NTC accepts EMC, RF, and telecom test reports based on CE, fcc standards, and safety reports recognized by CB or NB certification bodies.
