To sell battery-poweRED products on Amazon Japan, you must have both a pse certificateand complete meti registration. The PSE certificate is obtained by sending samples to a lab for testing, and it can be issued by a domestic (China-based) lab once the product passes the tests. METI registration involves submitting the PSE certificate to Japan’s Ministry of Economy, Trade and Industry (METI)for filing. For products under the PSE category, both the PSE certificate and METI registration are required to list and sell on Amazon Japan. Otherwise, the product risks being removed from the platform.

 

Note:The PSE certificate and METI registration are two separate compliance documents and shoULd not be confused with each other.

 

What is pse certification? What is round PSE certification? What is diamond PSE certification?

PSE certification is a mandatory safety approval in Japan, which verifies that electrical and electronic products meet safety standards under Japan’s Electrical Appliance and Material Safety Law (DENAN Law)or international IEC standards.

 

According to the Electrical Appliance and Material Safety Law, 506 types of products must undergo safety certification to enter the Japanese market. Among these:

 

165 Type A productsmust obtain the diamond-shaped pse mark

341 Type B productsmust obtain the round-shaped PSE mark

 

Examples:

Diamond PSE: switches, power supplies, adapters

Round PSE: lithium batteries, lamps, power banks

 

What is METI registration?

Currently, products exported to Japan and certified with PSE must also undergo METI registration.

 

METI registration refers to the process of registering with the Ministry of Economy, Trade and Industry (METI)in Japan. Under Japan’s Electronic Commerce Law (EC Law), businesses that sell electronic goods and services in Japan must register. Japanese importers report information about imported electrical products to METI to help the ministry monitor the source and quality control of products circulating in Japan.

 

METI registration requires that the product has already passed round or diamond PSE certification.

 

By law, Japanese importers must register with METI within one month after purchasing the product. The importer’s name or ID must also be marked on the product for monitoring purposes during future sales.

 

Currently, METI registration is not mandatory for customs clearance, but it is a strict requirement for merchants selling on e-commerce platforms like Amazon Japan. All products listed in the PSE certification catalog require METI registration to be sold on Amazon Japan.

 

Japan METI registration process and timeline

1. The product must pass PSE certification and submit complete documentation.

2. The Japanese importer submits documentation to METI for registration. METI then issues an official approval (hard copy + digital copy).

3. The Japanese importer must register with METI within one month of importing the product. The applicant must be a Japanese trading company registered with the Japanese government.

 

Required documents for METI registration

1. PSE certificate and test report (typically, one PSE certificate corresponds to one METI registration file. If multiple models are covered by one PSE certificate, they can share one METI file.)

2. Application form (to be filled out according to the PSE certificate)

3. Product images

4. English or Japanese manuals and specifications

5. Declaration of differences (if the report covers a series of models)

 

METI registration timeline

1. PSE certificate: 4-7 working days after receipt of the sample

2. METI registration: 2-4 working days after complete submission of documentation

 

Important notes:

1. The PSE certificate must be obtained before applying for METI registration.

2. METI registration must be applied for at Japan’s Ministry of Economy, Trade and Industry, and the applicant must be a trading company registered in Japan.
