MSDS, short for Material Safety Data Sheet, is also referRED to as a cheMICal safety manual. It is a comprehensive legal document that chemical manufacturers, traders, and distributors are required by law to provide to downstream customers and the general public, detailing the characteristics of chemicals. It covers 16 core sections, including the physical and chemical parameters, flammability and explosion properties, health hazards, safe handling and storage, spill response measures, first-aid procedures, as well as relevant laws and regULations.

MSDS serves as one of the primary channels for transmitting substance information across the chemical supply chain. Its content essentially covers the entire life cycle of chemicals, including hazard information and safety protection recommendations. It provides essential measures for personnel exposed to chemicals to safeguard human health and environmental safety, and also offers valuable comprehensive guidance for stakeholders at different stages of the supply chain.
Currently, MSDS has become a critical tool for advanced chemical enterprises in chemical safety management. It is also explicitly defined as a corporate responsibility and a key focus of government supervision under the new Regulations on the Safety Management of Hazardous Chemicals (Decree No. 591) issued by the State Council.
The new Regulations on the Safety Management of Hazardous Chemicals (Decree No. 591) legally specifies the entities that are mandated to use Chemical Safety Technical Specifications and Chemical Safety Labels, as detailed below:
Article 15
Hazardous chemical manufacturers shall provide Chemical Safety Technical Specifications consistent with the hazardous chemicals they produce, and affix or attach safety labels matching the hazardous chemicals inside the packages to the packages (including outer packaging). The content specified in the Chemical Safety Technical Specifications and Chemical Safety Labels shall comply with the requirements of national standards.
Where a hazardous chemical manufacturer discovers that the hazardous chemicals it produces have new hazardous properties, it shall immediately issue a public notice and promptly revise the relevant Chemical Safety Technical Specifications and Chemical Safety Labels.
a) Substances or mixtures classified as hazardous in accordance with applicable regulations;
b) Substances or mixtures not classified as hazardous, but containing a certain proportion of Substances of Very High Concern (SVHC)* or other hazardous components;
c) Substances identified as Persistent, Bioaccumulative and Toxic (PBT) or very Persistent and very Bioaccumulative (vPvB) in accordance with applicable standards;
d) Products that do not meet the above criteria, but for which MSDS is required by competent authorities or importers, or when the industry imposes stricter classification and labeling requirements for product substances, enterprises must also transmit MSDS across their supply chain.
The standard turnaround time for JJR LAB to issue an MSDS report is 4 working days, with expedited services available upon request.
There is no explicit expiration date for MSDS/SDS. However, MSDS/SDS is not a static document and must be updated promptly if any of the following situations occur:
① Changes in the substances/components or their proportions in the product covered by the MSDS;
② Updates to the regulatory basis and requirements governing MSDS preparation;
③ Discovery of new hazardous properties of the product covered by the MSDS;
④ Availability of new data or insights regarding the toxicological or ecological information of the substance in the MSDS.
