Since joining the U.S. customs authorities, the U.S. Consumer Product Safety Commission (CPSC) has long participated in product clearance reviews together with U.S. Customs and Border Protection (CBP). All products entering the United States that fall within its jurisdiction will be marked for review. Even if the declaration is approved, the products cannot be sold if the CPSC does not grant clearance. The regulated categories include children's products such as toys, clothing, and decorations. The review covers product compliance documents, such as Children’s Product Certificates (CPC), General Conformity Certificates (GCC) for general products, and corresponding test reports.

① CPC Certification, or Children’s Product Certificate, applies to all products primarily intended for use by children aged 12 and under, such as toys, children's supplies, and children's clothing. If produced locally in the United States, it shall be provided by the manufacturer; if produced in other countries, it shall be provided by the importer.
② Although called a "certificate", the CPC is not issued by any official agency nor filed with government departments. Essentially, it is a statement drafted and fully responsible for by the manufacturer/importer, declaring that the product complies with all applicable U.S. local children's product safety regulations and other laws and regulations.
③ The CPC certificate and supporting test reports must be in English, and third-party testing laboratories can assist in drafting.
④ The CPC certificate must be a safety certification obtained after testing by a laboratory authorized by the CPSC.
The editor has listed simple requirements for everyone's basic understanding:
(1) The CPC certificate must be based on test results from a third-party testing laboratory recognized by the CPSC;
(2) The CPC certificate shall be issued by the seller, and third-party laboratories can provide assistance in drafting the CPC certificate;
(3) Children's products must comply with all relevant safety rules and regulations;
(4) The CPC certificate required for the normal export of children's products to the United States shall include the following information:
① Product information (name and description);
② All regulations and statutes applicable to the product;
③ Information of the importer or manufacturer (U.S. local): including name, address, and telephone number;
④ Contact information of the holder of the test result file supporting the certificate: name, address, email address, and telephone number;
⑤ Product production date and address (the production date must include the year and month, and the address must include the city);
⑥ Test time and address or the test report on which the certificate is based;
⑦ Information of the third-party testing institution (laboratory recognized by the CPSC): name, address, and contact telephone number.
