What is a Toddler Bed?

A toddler bed refers to any bed designed to accommodate a full-size crib mattress, with minimum dimensions of 51 5/8 inches (1310 mm) in length and 27 1/4 inches (690 mm) in width. It is intended to provide free access for children at least 15 months old and weighing no more than 50 pounds (22.7 kg).

 

What is the Purpose of the Toddler Bed Standard?

The purpose of the standard is to reduce the risk of entrapment for toddlers in bed end structures, between guardrails and side rails, or in the mattress support system. Entrapment of the head or neck could lead to suffocation. The standard also addresses protruding corner posts, which can catch pacifier cords, straps, necklaces, or children's clothing, posing a strangulation hazard.

Test Items

Physical Performance testing:

1. Mattress Support Test:Ensures the mattress support structure is firm and does not collapse or allow the mattress to fall during use.

2. Guardrails and Side Rails Entrapment Test:Checks gaps and structural safety to prevent body part entrapment.

3. Partially Bounded Openings Test:Verifies there are no openings that may entrap or restrain a child.

4. Overall Structural Integrity Test:Ensures the bed remains structurally intact under normal use and applied force.

 

Chemical Safety Testing:

1. Surface Coating Limits:Paints on toddler beds must not exceed 90 ppm (0.009%) lead content.

2. Lead Content Limit:Total lead content in any accessible component must not exceed 100 ppm (0.01%).

3. Phthalates Limit:Plasticized components must not contain more than 0.1% of any of the following eight phthalates:

a. DEHP (Di(2-ethylhexyl) phthalate)

b. DBP (Dibutyl phthalate)

c. BBP (Benzyl butyl phthalate)

d. DINP (Diisononyl phthalate)

e. DIBP (Diisobutyl phthalate)

f. DPENP (Di-n-pentyl phthalate)

g. DHEXP (Di-n-hexyl phthalate)

h. DCHP (Dicyclohexyl phthalate)

 

What are the Requirements of 16 CFR 1217 for Toddler Beds?

The standard sets strict requirements for structural integrity and usability, including:

 

1. Mattress support

2. Guardrail and side rail entrapment

3. Spindle/slider entrapment

4. Partially restricted openings

5. Required warnings and instructions

 

What Additional Requirements Does the CPSIA (Consumer Product Safety Improvement Act of 2008) Impose on Toddler Beds?

1. Lead Content Limit:

Accessible components must not exceed 100 ppm (0.01%) total lead content.

 

2. Phthalates Content Limit:

Plasticized parts must not contain more than 0.1% of the eight specified phthalates listed above.

 

3. Children's Product Certificate (CPC):

Like all products intended for children 12 years old or younger, toddler beds must be tested by a CPSC-accepted third-party laboratory for compliance with the relevant safety standards, including lead in paint, total lead content, and phthalates. Based on the test results, the U.S. domestic manufacturer or importer must issue a CPC specifying each applicable rule and certifying that the product complies.

 

4. Labeling Requirements on Product and Packaging:

Durable infant and toddler products, such as toddler beds, must bear permanent labels on both the product and its packaging with tracking information. Additionally, they must include a product registration card attached to the product.
