On October 13, 2023, the American Society for Testing and Materials (ASTM) released the toy safety standard ASTM F963-23.
Currently, federal regULation 16 CFR 1250 still adopts astm f963-17.
- Heavy Metals in Substrates: Clarified exemptions by describing them separately.
- Phthalates: Revised to align with federal regulation 16 CFR 1307.
- Sound-Producing Toys: Modified the definitions of certain sound-producing toys for easier distinction.
- Batteries: Higher accessibility requirements for batteries:
- Abuse testing is now requiRED for toys intended for children aged 8 and above.
- Screws on battery covers must remain intact after abuse testing.
- Special tools provided for opening the battery compartment must be explicitly described in the manual.
- Expanding Materials:
- Revised the applicable scope.
- Corrected an error in the dimensional tolerance for testing specifications.
- Projectile Toys: Adjusted the sequence of provisions to improve logical flow.
- Labeling: Added requirements for tracking labels.
- Instruction Manual: For special tools included for opening the battery compartment:
- Consumers should be reminded to keep the tool for future use.
- It should be stated that the tool must be stored out of children's REACH.
- It should be clearly noted that the tool is not a toy.
