CE-EN 16781 Standard for Children's Sleeping Bags (EU)

EN 16781:2018 is a mandatory safety standard in the European Union for children's sleeping bags used in cots (cribs). Affixing the ce mark is required to legally sell these products in the EU and UK markets. The core objective is to reduce the risks of suffocation, entanglement, overheating, ingestion, fire, and chemical hazards.


Scope of Application

  • Applicable to: Infant and toddler sleeping bags for children aged 0–24 months who cannot yet climb out of a cot independently.

  • Usage Scenarios: Exclusively for unattended sleep in cots/bassinets, replacing traditional bedding, with no need for additional blankets.

  • Not Applicable to: Premature/low-birth-weight infants, outdoor use, stroller/car seat footmuffs, or sleeping bags with hoods or integrated legs.


Core Safety Requirements (Six Major Risk Preventions)

1) Structural Design to Prevent Suffocation / Entanglement (Most Critical)

  • No hoods, no pockets, no integrated legs: Hoods, pockets, and split-leg structures are strictly prohibited to prevent head covering or entanglement.

  • Strict neckline size limits: The circumference must be ≥ 38cm to prevent the sleeping bag from slipping down and covering the mouth and nose.

  • Cuffs / Openings: Arms must be exposed, and cuffs cannot be excessively tight; there must be no long cords, loose threads, or other entanglement risks.

  • Fastener Safety: Zippers, buttons, and snap fasteners must be secure, have no sharp edges, and be non-detachable; zipper pullers must not contain small parts.

2) Thermal Safety (Preventing Overheating / Overcooling, Reducing SIDS Risk)

  • Mandatory Tog rating (thermal resistance): Commonly ranging from 1.0 (Summer) to 4.0 (Winter), which must match the room temperature.

  • Preventing Overheating: Fabrics must be breathable, and the head must not be covered; labels must include reminders such as "Room temperature 18–22°C" and "Do not use additional bedding."

3) Mechanical and Physical Safety

  • No Small Parts: Decorations, buttons, and appliques must withstand a pulling force of ≥ 70N and must not detach, preventing ingestion or suffocation.

  • Anti-pinch / Anti-cut: Fasteners must have no sharp edges, seams must be smooth, and there should be no exposed hard linings to avoid skin injury.

4) Chemical Safety (Strict Limitation of Harmful Substances)

  • Heavy Metal Migration: Limits for lead, mercury, cadmium, arsenic, etc., must fall below en 71-3 thresholds.

  • Formaldehyde: ≤ 75mg/kg (for direct skin contact).

  • Banned Flame Retardants: Chemical flame retardants must not be added.

  • Dyes / Color Fastness: Must comply with EN ISO 105, ensuring no allergenic or carcinogenic dyes are used.

5) Flammability Safety

  • Outer Fabric: Must pass the surface flash test (EN 1101), showing no severe burning or molten drips.

  • Fillings: Flame retardant performance must meet standards; highly flammable materials cannot be used.

6) Hygiene and Durability

  • Washability: Must withstand washing (≥ 5 times) and cannot be dry-cleaned, preventing chemical residue.

  • Color Fastness / Dimensional Stability: No deformation or fading after washing, ensuring long-term safe use.


Labels and Markings (Mandatory for CE certification)

  • CE Mark: Must be clear, durable, and affixed to the product or hangtag.

  • Product Information: Model, specifications, size, Tog value, and production date/batch number.

  • Warning Statements (Multilingual):

  • "For use in a cot only, 0–24 months"

  • "Do not use additional bedding to prevent overheating"

  • "Check that fasteners are secure and there are no loose parts before sleep."


ce certification process (Exporting to the EU)

  1. Product Testing: Commission an EU Notified Body or accredited laboratory to conduct full testing according to EN 16781.

  2. Technical Construction File (TCF): Must include drawings, bill of materials (BOM), test reports, risk assessments, and label drafts.

  3. Declaration of Conformity (DoC): Signed by the manufacturer, declaring compliance with the EU gpsr (General Product Safety Regulation) and EN 16781.

  4. Affixing the CE Mark: Clearly marked on the product, packaging, or hangtag prior to entering the EU market.


Differences from Ordinary Sleeping Bags

  • EN 16781 Sleeping Bags: Specifically designed for unattended sleep in a cot with zero suffocation risk as the top priority. They feature extremely strict requirements regarding structure, thermal safety, and chemicals.

  • Ordinary Sleeping Bags: Mostly used for outdoors or strollers. They have no mandatory requirements for necklines, fasteners, or Tog values, and cannot replace cot-specific sleeping bags.


Summary

EN 16781:2018 represents the baseline safety standard for infant sleeping bags in the EU, controlling risks comprehensively across structural, thermal, mechanical, chemical, flammability, and hygiene dimensions. To export to the EU, passing these tests and affixing the CE mark is absolutely mandatory.
