In the United States, children's costumes, squishy toys, plush toys, and small figurines must comply with CPSC requirements for qualification documents and labeling.

To sell in the U.S., you need to submit CPC qualification documents: CPC Certificate + Test Report.

(2) Relevant test items in the test report can refer to the following:
① ASTM F963-23 Physical and Mechanical test
② ASTM F963-23 Section 4.2 Flammability

④ 16 CFR 1307 Phthalates
⑤ 16 CFR 1303 Lead-Containing Paint
⑥ 15 U.S.C. 1278a Total lead content/ (cpsia) Sec.101
⑦ CPSIA Section 103 Tracking label / 15 USC §2063(a)(5)
If the squishy toy is intended for children under 18 months, the following additional test is required:
ASTM F963-23 Section 4.24 Squeeze Toys
The actual applicable test standards for each product shall be subject to relevant regULations.
Mandatory information on product packaging labels includes but is not limited to:
① Product name
② U.S. Children's Product Tracking Label (manufacturer's name, product production address, production date, production batch number)
③ Age range
④ Safety warnings (e.g., for ropes, flammable materials, small parts, etc.)
⑤ Plastic bag choking hazard warning (if applicable)

Product body labels refer to the information displayed on the product surface.
If the product body has sufficient space, it must display at least the following:
① U.S. Children's Product Tracking Label (manufacturer's name, product production address, production date, production batch number)
For products that can have sewn labels (such as clothing and plush toys), the above label information must be shown through care labels.

In the EU, different children's products have different requirements for qualification documents and labels.

To sell in the EU, you need to submit Qualification Certificate + Test Report.
(1) The qualification certificate must indicate that the product complies with Toy Safety 2009/48/EC.
(2) Relevant test items in the test report can refer to the following:
① EN71-1 Clause 4.26 Toy Disguise Costumes (required if the costume is equipped with drawstrings or pull cords)
② EN 71-1:2014+A1:2018 Physical and Mechanical
③ EN 71-2:2020 Clause 4.3 Toy disguise costumes and toys intended to be worn by a child in play (required if the costume has no drawstrings or pull cords)
④ EN 71-2:2020 Flammability Clause 4.1
⑤ en 71-3:2019+A1:2021 Migration of Certain Elements(19E)
The actual applicable test standards for each product shall be subject to relevant regulations.
Mandatory information on packaging labels includes but is not limited to:
① Manufacturer's name and address
③ Production batch number/model/serial number
④ Name, address, and electronic address of the EU Representative
⑤ Age range information
⑥ Plastic bag choking hazard warning (if applicable)
⑦ Toy safety warning information (if applicable)
⑧ "Keep away from fire" warning

The body label must be displayed through a care label sewn on the costume. Mandatory information on the care label includes but is not limited to:
① Product traceability elements - production batch number/model/serial number, etc.
② Manufacturer's name and address
③ "Keep away from fire" warning


To sell in the EU, you need to submit Qualification Certificate + Test Report.
