JJR LAB is a third-party chemical testing organization in China, providing a one-stop solution for cpsia toy testing and certification.


cpsia certification is a U.S. certification for children's consumer products. The requirements of CPSIA certification aim to further enhance the safety of children's products on the market, increase consumer confidence, restrict the use of lead and phthalates in children's products, and implement mandatory toy standards (ASTM F963).


CPSIA refers to the Consumer Product Safety Improvement Act, which was signed into law by U.S. President George W. Bush on August 14, 2008. This act is the most stringent consumer protection legislation since the establishment of the Consumer Product Safety Commission (CPSC) in 1972. In addition to stricter requirements for lead content in children's products, the new act establishes new regulations regarding the content of harmful phthalates in toys and childcare articles. Furthermore, the act requires the establishment of a public database for consumer product safety.

  • Lead content testing for toys/children's products and coatings/paints;

  • Testing for small parts prone to causing choking hazards;

  • Pacifiers / soothers;

  • Children's beds with railings (cribs);

  • Children's metal jewelry;

  • Baby inflatable bounce houses, baby walkers, and jump ropes.


Testing Item Requirements

1. Total Lead Requirements

For children's products, excluding inaccessible components:

  • Not to exceed 600 ppm (0.06%), starting 180 days after the enactment of the regulation (February 10, 2009).

  • Not to exceed 300 ppm (0.03%), starting 1 year after the enactment of the regulation (August 14, 2009).

  • Not to exceed 100 ppm (0.01%), starting 3 years after the enactment of the regulation (August 14, 2011).

2. Lead Paint in Children's Products and Toys

  • Not to exceed 90 ppm (0.009%), starting 1 year after the enactment of the regulation (August 14, 2009).

3. Phthalates Requirements

Starting 180 days after the regulation takes effect (February 10, 2009), it is a violation of the law for anyone to provide the following products:

  • Manufacturing and selling any children's toys or childcare articles containing concentrations higher than 0.1% of di-(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP).

  • During an interim period, it is prohibited to manufacture or sell children's toys that can be placed in a child's mouth containing concentrations higher than 0.1% of diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP).

On October 18, 2017, the adjustment to the phthalate requirements was officially finalized, with the new rules taking effect 180 days after publication in the Federal Register:

  • Toys and childcare articles exported to the United States must meet the restrictions for 8 types of phthalates (BBP, DBP, DEHP, DIBP, DINP, DPENP, DHEXP, and DCHP), with the limit requiring that each item must not exceed 0.1%.


Certification Process

  1. Determine Testing Items: Confirm the specific testing requirements for the product.

  2. Application & Documentation: Fill out the testing application form, provide product information, and confirm the testing standards.

  3. Sample Delivery: The applicant arranges to send and deliver the samples to the lab.

  4. Product Testing: The laboratory conducts the required tests.

  5. Issue Report: Upon passing the test, the official certification report is issued.

Friendly Reminder: CPSIA certification testing must be conducted by a testing laboratory officially accredited by the U.S. Consumer Product Safety Commission (CPSC).
