All electrical products entering the Australia and New Zealand (ANZ) market must bear the rcm mark, and some products are also requiRED to meet corresponding minimum energy efficiency and labeling requirements. To coordinate ANZ electrical regULatory authorities, Australia and New Zealand jointly established the Electrical Regulatory Authorities Council (ERAC) and developed the E3 Energy Efficiency Program.


ERAC authorizes the Electrical Equipment Safety System (EESS), the Australian Communications and Media Authority (ACMA), and the Radio Spectrum Management (RSM) to enforce requirements under the frameworks for basic safety, telecommunications, radio, electromagnetic energy, and EMC respectively. Only after meeting all the above regulatory framework requirements can the compliance mark RCM be affixed to products.


The Greenhouse and Energy Minimum Standards (GEMS) in Australia and the Energy Efficiency and Conservation Authority (EECA) in New Zealand, authorized under the E3 Program, are responsible for regulating the minimum energy efficiency and labeling requirements for ANZ electrical products.

Australia/New Zealand Standards:

(1) AS/NZS 3000, Wiring Rules

(2) AS/NZS 3820, Basic Safety Requirements for Low-Voltage Electrical Equipment

(3) AS/NZS 4417, Marking of Electrical Products for Compliance

① as/nzs 4417.1, Part 1: General Rules for the Use of Marks

② AS/NZS 4417.2, Part 2: Specific Requirements for Application to Electrical Safety Regulations

(4) rcm certification Standards: AS/NZS CISPR 32, AS/NZS 4268

(5) Certification Cycle: 2-3 weeks

(6) Sample Quantity: 1 set of finished products + 2 fixed-frequency prototypes

(7) Notes:

① For TWS earbuds with identical internal circuits in the left and right earpieces, only one earpiece needs to be tested.

② For TWS earbuds with different internal circuits in the left and right earpieces, both earpieces must be tested.

③ Two core components of RCM certification:

a. Safety Certification (commonly known as saa certification)

b. emc testing (Electromagnetic Compatibility, formerly C-tick Report; now unified under RCM)

Australia-New Zealand Joint Certification System:

① JAS-ANZ Procedure 15, General Requirements for Bodies Operating Product Certification Schemes (equivalent to IAF GD 5)
