Mandatory safety specifications for children’s toys under the age of 14 in the EU. Toy safety is fULly tested and evaluated across design, materials and functionality. Multiple core standards were revised or newly developed in 2025; the implementation date, transition period and invalidation time of old versions have been confirmed for some standards.

EN 71-2:2020+A1:2025
• Released: 2025.06.11

Core Changes:
Added definitions for cosmetic sets / taste / smell toys; clarified requirements for flammable liquids in chemical toys; optimized test methods and water hardness range; added washing information for toy costumes, etc.
EN 71-4:2020+A1:2025
• Released: 2025.04.02
• Old standard superseded: End of October 2025
Core Changes:
Revised test method for child-resistant container caps; restricted potassium permanganate content to below 3% (pure product prohibited; only sodium sulfate mixtures of 2.5%–<3% allowed); clarified labeling and equipment requirements for chemical experiment kits, crystal growth kits and similar devices.
EN 71-5:2025
• Released: 2025.12.10
• Old standard superseded: End of December 2026
• Will become a harmonized standard under Directive 2009/48/EC
Core Changes:
Added composition and labeling requirements for slime kits; revised adult supervision recommendations; provided a list of colorants / preservation enhancers; added definitions for slime kits, preservation enhancers, etc. (slime is cross-linked with boron; kits contain liquid/solid materials).
EN 71-7:2025

• Old standard superseded: October 2026
• Enterprise transition window: approx. 10 months
Frequent RAPEX notifications in the past 5 years (sensitization / carcinogenicity from preservatives, aromatic amines, etc.). In response to the EU 2024 Non-Toxic Environment for Children’s Products Strategy, bittering agents are mandatory and restricted substance lists are tightened.
Added definition and usage requirements for preservation enhancers; prohibited ingREDients with endocrine-disrupting effects; revised pH / azo dye test methods; updated preservative / colorant lists; deleted duplicate clauses on element migration and N-nitrosamines (referenced to EN71-3/12).
EN 71-14:2025
• Released: 2025.10.29
• Old standard superseded: End of October 2026
• Planned to become a harmonized standard under Directive 2009/48/EC
Core Changes (no major technical adjustments, only detail optimizations):
Deleted exemption clauses of EN71-1 (already included in the new EN71-1); widened spring force gap from ≤3mm to ≤5mm; revised warning label descriptions; updated appendices to strengthen technical guidance.

Three core recommendations for toy exporters to the EU regarding this EN71 series update:
1. Technical Document Update
Update product technical documents promptly in line with new standard requirements.
2. Supply Chain Control
Require raw material suppliers to provide test reports complying with the new standards.
3. Advance testing & Verification
Entrust qualified institutions to conduct tests against new standards; parallel testing against current and new standards is recommended for early compliance preparation.
