Children's Product Certificate (CPC)
1. Applicable Product Scope
Children's school supplies include: children's backpacks, book covers, lunch bags, pencil cases / pouches, stationery sets, watercolor pens, crayons, erasers, and other learning-related items intended for children aged 13 and under.
2. Mandatory Regulations List (Canada "Hazardous Products Act" Supporting SOR Regulations)
SOR/2018-83 (Consumer Products Containing Lead Regulations): Total lead in all accessible parts (fabrics, metal zippers, buckles, printed coatings) must be ≤ 90 mg/kg.
SOR/2016-193 (Surface Coating Materials Regulations): Regulates lead content limits in paint and printed coatings on the product surface.
SOR/2011-17 (Toys / Small Parts Regulations): Products for children under 3 years old must pass the small parts test; choking hazard bilingual warnings must be marked on the product, packaging, and detail pages.
SOR/2016-188 (Phthalates Regulations): Mandatory testing for products containing PVC, soft rubber, or plastic coatings; total DEHP/DBP/BBP content must be ≤ 0.1%.
Regulatory Exemptions by Category:
Children's Backpacks / Lunch Bags / Pencil Cases: All 4 regulations must be met.
Children's Book Covers: Exempt from SOR/2016-188 (no soft PVC); the remaining 3 regulations are mandatory.
3. Hard Compliance Documents & Labeling Requirements
Test Report: Must be issued by an ISO17025/ILAC accredited laboratory, valid for 1 year, and the report must match the product model and age grading.
Bilingual Permanent Label (Mandatory): English and French bilingual safety warnings must be sewn or printed on the product body + outer packaging; stickers are prohibited. The label must include the brand, origin, production batch, applicable age, and choking warning.
Certificate of Compliance (COC): Self-issued by the seller, listing all applicable SOR regulations and testing laboratory information.
4. Violation Penalty Rules
No compliance report / Missing labels: The listing will be directly removed.
Chemical indicators (Lead/Phthalates) exceeding limits: Inventory will be frozen, performance points deducted, and severe cases may result in account restrictions.
Small parts warning not labeled: Mandatory removal of the Listing; rectification is required before appealing for reinstatement.
01 Compliance Prohibition
Amazon Prohibits the Listing / Sale of Non-Compliant and Banned Items:
For children's clothing aged 7 and under, outerwear with hoods or neck drawstrings is strictly prohibited from sale, including: jackets, sweatshirts, windbreakers, raincoats, zippered vests, pullover hoodies, etc.
1. Strict Prohibitions
For children's outer tops sizes 2T–12, any drawstrings at the hood and neckline are prohibited.
Underwear and close-fitting base layers are not subject to this prohibition.
2. Allowable Products (Only with waist/hem drawstrings, sizes 2T–16) must meet all 4 regulations:
ASTM F1816-18 "Standard Safety Specification for Drawstrings on Children's Upper Outerwear" (Core mandatory standard):
When the garment is fully expanded to its maximum width, the exposed length of the waist/hem drawstring must be ≤ 3 inches (76 mm).
Toggles, beads, knots, metal tips, and other protruding accessories are prohibited at the ends of the drawstring.
For continuous/through-type drawstrings, the midpoint at the back must be securely stitched and fixed (bar-tack process) to prevent the entire string from being pulled out.
Non-compliant products will be included in the 16 CFR Part 1120 "Substantial Product Hazard List"; customs may seize them, and the platform will directly remove the listings.
CPSIA (Consumer Product Safety Improvement Act) Section 101: Regulates total lead limits in garment fabrics, prints, and metal accessories; mandatory chemical testing for children's products.
16 CFR Part 1610 Standard for the Flammability of Clothing Textiles: Flame retardancy testing for outer children's clothing fabrics to avoid burn risks.
CPSA Section 14(a)(5) Tracking Label Requirements: Permanently sewn label on the inside of the garment: brand, origin, production batch, size, applicable age group; the US marketplace must provide a matching CPC (Children's Product Certificate).
1. Strict Prohibitions
For all children's outerwear from newborn to size 12, drawstrings at the hood and neckline are strictly prohibited.
Health Canada considers such products to pose a risk of strangulation and death, violating Sections 7(a) and 8(a) of the Canada Consumer Product Safety Act (CCPSA); import, listing, and sale are prohibited.
2. Mandatory Compliance Requirements for Allowable Products (Waist/hem drawstrings, sizes 2T–16)
CCPSA (Canada Consumer Product Safety Act): The basic legal framework that all children's clothing must comply with.
Simultaneously adopts the ASTM F1816-18 drawstring safety standard (officially recognized by Health Canada):
Exposed length of the drawstring must be ≤ 75 mm (3 inches).
No toggles, beads, or knots at the ends.
Continuous long strings must be securely bar-tacked at the back to prevent pulling out.
Supported by Canadian chemical control regulations:
SOR/2018-83: Lead limits in consumer products (fabrics, hardware, print coatings).
Textile Flammability Regulations: Regulating fabric burning risks.
English and French bilingual permanently sewn labels (Canada-specific mandatory requirement): The label must state the brand, origin, batch, age grading, and bilingual choking hazard warnings; exporting to Canada requires a COC (Declaration of Conformity) + ILAC laboratory test report.
Children's clothing with drawstrings at the hood/neckline: Direct removal, deletion of listing, and freezing of inventory; repeated violations will result in deduction of account performance points, and severe cases will restrict selling privileges.
Waist/hem drawstring length exceeding limits, with toggles, or not securely stitched: Mandatory rectification; a third-party test report must be submitted to appeal for listing reinstatement.
Chemical lead / Flame retardancy below standard: Product mandatory recall, withholding of inventory, facing customs and market regulation fines.

Children's sleepwear refers to clothing intended for children aged 14 and under, primarily used for sleeping or activities before sleep, including sleepwear sets, one-piece sleep sacks, robes, loungewear, etc.
It distinguishes 3 types of products: Infant sleepwear (0–9 months), loose-fitting sleepwear, and tight-fitting/snug-fitting sleepwear.
2. Mandatory Regulations and Standards by Marketplace
1. US Marketplace
Infant sleepwear (0–9 months): 16 CFR Part 1610 (Standard for the Flammability of Clothing Textiles), while simultaneously meeting CPSIA lead and phthalate limits, small parts 16 CFR 1501, tracking labels, and CPC certificate.
Loose-fitting sleepwear:
Sizes 9 months–6X: 16 CFR Part 1615 (Standard for the Flammability of Children's Sleepwear)

Tight-fitting/Snug-fitting sleepwear: Must fully meet 16 CFR Part 1610, and additionally match the flame-retardant sizing requirements corresponding to 16 CFR Part 1615 / 16 CFR Part 1616.
2. Canada Marketplace
Must comply with Canada's Textile Flammability Regulations, control of hazardous substances in children's products (lead, phthalates, cadmium), along with children's product tracking labels and third-party test reports.
3. UK & EU Marketplaces
Core standard is EN 14878 (Children's textile sleepwear flammability safety standard).
Simultaneously comply with reach regulations: restrictions on formaldehyde, azo dyes, heavy metals (cadmium/lead), phthalates, and require CE/ukca marking.
3. Hard Compliance Requirements
Testing: Flame retardancy + hazardous substances test reports issued by an ILAC-accredited laboratory.
Documents: Mandatory CPC (Children's Product Certificate) for the US marketplace; CE technical documentation required for European marketplaces.
Labels: Permanently sewn tracking labels (brand, origin, production date, model); tight-fitting sleepwear requires an additional flame-retardant warning label.
