What Certifications for Electric Fans in the EU & USA

As summer 2026 approaches, experts have determined that there will be a prolonged period of extreme heat this year. Air conditioners and fans will become household necessities. Portable fans can be used on the go, while floor fans can be used at home. So what complianCE certifications are required for fan lights to be exported cross-border? Below are the core export compliance requirements for key markets we have compiled.

 

Core Certification Standards for the U.S. Market

Safety Standards

1. ul 1598 (Luminaire Safety): Covers electrical insulation, heat resistance and mechanical strength testing.

2. UL 507 (Fan Safety): Specifies structural stability, blade protection and overheating protection for fans.

Note: Both standards must be met simultaneously, as the product has dual functions.

Energy Efficiency Certification

3. DOE Certification (Federal Mandatory)

In accordance with 10 CFR 430 regulations, testing covers lighting efficacy (lm/W) and fan airflow efficiency (CFM/W). A prototype test report is required, and registration in the DOE system is needed, with a cycle of approximately 3–4 weeks.

4. cec Certification (California Mandatory)

Requirements are higher than DOE; for example, fluorescent tubes must be equipped with electronic ballasts, and CFL bulbs must additionally meet energy efficiency limits. Registration in the MAEDBS system is required, with a cycle of 5–7 working days. It is recommended to process DOE and CEC simultaneously to avoid regional sales restrictions.

Labeling and Electromagnetic Compatibility

5. FTC Energy Label

Mandatory posting of the "Lighting Facts" label, including lumens, annual power consumption and other data, generated after testing by an NVLAP-accredited laboratory. Amazon requires the label URL to be uploaded to the product page.

6. fcc Certification

For electromagnetic interference: ordinary models require FCC-sdoc (Supplier’s Declaration of Conformity), and wireless control models require FCC-ID (official review). SDOC certification can reduce costs by 30% and shorten the cycle by 50%.

 

Core Certification Standards for the EU Market

Safety and Performance Standards

7. CE Certification (EU Mandatory)

EN 60598-1 (Luminaire Safety): testing for electric shock protection, fire prevention and structural strength;

EN 60335-1 (Household Appliance Safety): covers fan motor overheating protection and mechanical risks.

8. ukca certification (UK Mandatory)

Replaces CE certification after Brexit, with standards consistent with CE.

Energy Efficiency and Environmental Requirements

1. ERP Certification (EU 2019/2020)

Requires luminous efficacy ≥85 lm/W, Color Rendering Index (CRI) >80, power factor >0.93. Energy efficiency labels (A–G rating) must be registered in the EPREL database.

2. ROHS certification

Restricts the content of 6 types of hazardous substances such as lead and cadmium (≤0.1% in homogeneous materials).

Electromagnetic Compatibility and Protection Rating

3. EN 55015: Limits for electromagnetic interference of control circuits.

4. IP Rating (e.g., IP44): Fan lights for bathroom/outdoor use must meet splash-proof requirements.

 

Cross-Border E-Commerce Notes

Amazon Compliance

5. U.S. Site: ul report, DOE registration number, FTC label URL must be submitted.

• European Site: EN 60598/60335 test reports and ERP energy efficiency labels are required.

Common Risk Avoidance

Fan and lighting functions of fan lights must be tested separately; otherwise, the report may be rejected.

Although California cec certification is not federally mandatory, it is practically a required option because most Amazon warehouses are located in California.
