What is an epa certificate

The EPA certificate is issued by the U.S. Environmental Protection Agency. It applies to equipment regulated by laws such as the Clean Air Act and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

Unlike chemical product registration, device-class EPA Registration targets mechanical or electronic products that achieve environmental protection functions through physical means. For example: air purifiers, ultraviolet (UV) disinfection devices, ozone generators, insect killer lamps, etc.

Which Devices Require EPA Registration

Device Type

Requires EPA Registration

Description

Air purifiers (with sterilization claims)

Yes

Must comply with FIFRA regulations

UV disinfection devices

Yes

Must submit efficacy data

Ozone generators

Yes

Strictly regulated

Ordinary home appliances (no environmental claims)

No

e.g., ordinary fans

Insect killer lamps/bug zappers

Yes

Requires EPA registration number

Core Criterion: Whether the device claims to have environmental protection functions such as "insecticidal, bactericidal, disinfecting, or purifying." As long as there are such claims, EPA registration must be completed.

Main Types of Device-Class EPA Registration

1. EPA Establishment Number

  • Manufacturers or importers must hold this

  • Format: EPA Est. No. XXXXX-XX-XXXX

  • Applied separately for each production/storage facility

2. EPA Device Registration

  • Specific to particular device models

  • Requires submission of technical documents and test reports

  • Proves the safety and efficacy of the device

3. EPA Label Registration

  • Product labels must comply with EPA regulations

  • Must include the EPA registration number, instructions for use, and warning statements

Device-Class EPA Registration Process

Step 1: Determine the Device Category

Clarify which category of EPA jurisdiction the device falls under. JJR Laboratory provides free pre-assessments to help you quickly identify the registration path.

Step 2: Prepare Technical Documents

Includes: product manuals, circuit diagrams, working principle descriptions, and intended use statements.

Step 3: Laboratory Testing

Complete testing in an EPA-recognized laboratory. JJR Laboratory is an EPA-recognized professional testing institution, providing:

  • Sterilization/disinfection efficacy testing

  • Ozone concentration safety testing

  • UV leakage testing

  • A full set of EPA registration testing solutions

Step 4: Submit EPA Application

Submit the registration application through the official EPA system. The review cycle is typically 4–8 weeks.

Step 5: Obtain Registration Number

Upon approval, obtain the EPA Establishment Number and Device Registration Number.

Frequently Asked Questions (FAQ)

How long does EPA registration take?

A: Once all documents are complete, it typically takes 4–8 weeks. JJR Laboratory can accelerate the testing process.

How long is the EPA registration valid?

A: The establishment number must be updated annually. Device registration is generally valid long-term, but any product changes require re-declaration.

Can Chinese manufacturers apply directly?

A: Yes. Non-U.S. enterprises must designate a U.S. agent. JJR Laboratory can assist in connecting with compliant agents.

What if the test fails?

A: JJR provides rectification suggestions. Retest after adjusting the product design until it meets the standards.

What is the difference between EPA registration and UL certification?

A: EPA regulates environmental function claims, while UL regulates electrical safety. They cannot replace each other.
