CE Certification Directives for Electronic Products Exported to the EU

The European Union (EU) market is an important target market for global electronic product exports, and the ce mark serves as the "passport" for products to enter the EU. Whether produced by enterprises within the EU or in other countries, products must be affixed with the CE mark to circulate freely in the EU market, proving that the products comply with the essential requirements of the EU's "New Approach to Technical Harmonization and Standards" directives. This article systematically outlines the types of CE certification and the framework of common EU directives to help enterprises quickly grasp the core compliance requirements for exporting to the EU.


CE Certification

The CE mark is a mandatory certification mark in the EU, applicable to the vast majority of electronic products. Manufacturers need to complete the corresponding conformity assessment procedures according to the directives applicable to their products, and ensure that the products are affixed with the CE mark before they can be launched and sold on the market.

 

Depending on the issuing entity, CE certification is divided into the following three types:

 

1. DOC (Declaration of Conformity) Independently Issued by the Enterprise

This is a self-declaration and should not be issued by a third-party organization (intermediary or testing/certification body). It can be represented by the enterprise's "Declaration of Conformity" in the standard EU format.

 

2. COC (Certificate of Conformity)

This is a declaration of conformity issued by a third-party organization (intermediary or testing/certification body). It must be accompanied by a TCF (Technical Construction File) which includes test reports and other technical data (the TCF contains: product instruction manual, product electrical schematics, list of critical components, etc.). At the same time, the enterprise must also sign a "Declaration of Conformity".

 

3. AOC (Attestation of Conformity)

Issued by an EU Notified Body (NB). For this type of certificate, the enterprise is not required to issue a self-declaration.

General Product Safety Regulation (gpsr)

2023/988/EU

Consumer products with an AC voltage below 50V or a DC voltage below 75V.

1. Electrical equipment for use in an explosive atmosphere;


2. Electrical equipment for radiology and medical purposes;

4. Electricity meters;

Energy-related Products Directive (ErP)

2009/125/EC

External power supplies, computers and computer servers, displays (including televisions), set-top boxes, enterprise servers, and data storage products.

Taking power supply products as an example:


Voltage converters, uninterruptible power supplies (UPS), battery chargers without power supply functions, lighting converters, external power supplies for medical devices, Active Power over Ethernet (PoE) injectors…..

Restriction of Hazardous Substances Directive (RoHS)

2011/65/EU

Electrical and electronic equipment (EEE): refers to equipment dependent on electric currents or electromagnetic fields to work properly, and equipment for the generation, transfer, and measurement of such currents and fields, with a rated voltage not exceeding 1000 volts for AC and 1500 volts for DC.

1. Equipment necessary for the protection of the essential interests of the security of Member States, including arms, munitions, and war material intended for specifically military purposes;


2. Equipment designed to be sent into space;


3. Large-scale stationary industrial tools;


4. Large-scale fixed installations.

Electromagnetic Compatibility Directive (EMC)

2014/30/EU

Electronic and electrical products, IT/AV products, luminaires, household appliances, etc.

Equipment installed on aircraft.

Radio Equipment Directive (RED)

2014/53/EU

Products with radio transmission frequencies, such as: tablets, wireless doorbells, Bluetooth devices, WiFi devices, wireless alarm devices, radio receiving and transmitting equipment, telephones, computers.

Radio equipment exclusively used for activities concerning public security, defense, state security, including activities pertaining to the economic well-being of the state linked to state security matters, and activities of the state in the area of criminal law.


Export Recommendations

  1. Correctly choose the CE certification type: Based on the product risk level and target market requirements, reasonably choose the DOC, COC, or AOC type to avoid customs clearance obstacles caused by unmatched certificate types.

  2. Perfect the Technical Construction File (TCF): Regardless of the certification method adopted, complete product technical documentation should be preserved for random inspections by EU market surveillance authorities.

  3. Identify applicable directives: Electronic products may be simultaneously subject to multiple directives (e.g., LVD + EMC + RoHS + ErP). Enterprises need to sort these out one by one and meet all applicable requirements.

  4. Pay attention to regulatory updates: EU directives and harmonized standards are continuously revised. Enterprises should establish a dynamic tracking mechanism to ensure continuous product compliance.
