Infant Support Pillow 16 CFR 1243/1242 & ASTM F3669-24(图1)

First and Foremost: Which Products Fall Under Regulatory Scope?

Infant Support Pillows

① Applicable Targets: Infants aged 0–24 months

② Core Definition: Filled with elastic materials (foam, fiber cotton, gel, etc.), designed to support infants' weight or body parts when they are reclining, supine, prone, or lying sideways. Products with detachable covers are included.

③ Included Categories:

a. Infant recliners / snug nests (pod beds / swaddle nests)

b. Tummy time / sitting practice supports (convertible into playmats, activity centers, etc.)

c. Travel support padding products such as car seat cushions and stroller cushions

Nursing/Feeding Pillows

① Core Definition: U-shaped design filled with molded foam, used to position and support infants during feeding. It can be placed on or wrapped around caregivers, suitable for sitting or reclining wearing scenarios.

Compliance Bottom Line: Mandatory Regulatory and Standard Requirements

All listed products must pass designated testing and meet all the following regulatory requirements—none can be omitted:

Regulatory Requirements for Infant Support Pillows

① 16 CFR 1130 (Consumer Registration Requirements for Durable Infant and Toddler Products)

② 16 CFR 1243 (Safety Standard for Infant Support Pillows)

③ 16 CFR 1501 (Small Parts Testing)

④ 16 CFR 1303 (Lead Testing for Surface Coatings)

⑤ cpsia Section 101 (Lead Content Testing)

⑥ CPSIA Section 108 (Phthalates Testing)

⑦ CPSA Section 14 (a)(5) (Tracking Label Requirements)

Regulatory Requirements for Nursing Pillows

① 16 CFR 1130 (Consumer Registration Requirements for Durable Infant and Toddler Products)

② 16 CFR 1501 (Small Parts Testing)

③ 16 CFR 1303 (Lead Testing for Surface Coatings)

④ 16 CFR 1242 or ASTM F3669-24 (Safety Standard for Nursing Pillows)

⑤ CPSIA Section 101 (Lead Content Testing)

⑥ CPSIA Section 108 (Phthalates Testing)

⑦ CPSA Section 14 (a)(5) (Tracking Label Requirements)

Core Changes of New Regulations: Added Mandatory Technical Requirements (Key Focus!)

Compared with the old regulations, the 2025 new regulations have added a number of physical safety and labeling requirements, which directly affect product design and production and require key adjustments:

New Requirements for Infant Support Pillows (16 CFR 1243)

① Restraint System Prohibition: No straps or other restraint devices shall be equipped to prevent the implication of "unattended use".

② Tilt Angle Limit: Tilt angle ≤ 10 degrees to prevent infants from rolling over and falling. Amazon imposes additional restrictions on products with "sleep claims".

③ Side Wall Angle Requirement: Side wall angle > 90 degrees to avoid infants getting trapped between the side wall and the support surface.

④ Seam Strength: Must withstand a tensile force of 15 pounds (approx. 68N) applied for 5 seconds and held for 10 seconds without cracking.

New Requirements for Nursing Pillows (16 CFR 1242)

① Restraint System Prohibition: No straps or other restraint devices shall be equipped to prevent the implication of "unattended use".

② Hardness Standard: The force at any test position of the infant support surface hardness, inner wall hardness, or product adjustable hardness shall be greater than 2.25 pounds-force (10 Newtons) to prevent infants from sinking and suffocating.

③ Seam Strength: Grasp both sides of a seam or connection point, approximately 1/2 inch away from the seam itself. Apply a tensile force of 15 ± 0.5 pounds-force (66.8 ± 2.2 Newtons) to the device within 5 seconds and hold for 10 seconds.

④ Mandatory Labeling Requirements: Warning labels must be waterproof and wear-resistant (not falling off after wiping and soaking). The text height shall be ≥ 0.2 inches for warning words and ≥ 0.1 inches for other text.

Compliance Process for New Regulations (Practical Steps)

① Product Design Adjustment: Modify the structure in accordance with the new regulations (e.g., control tilt angle, remove straps), optimize materials (ensure hardness compliance), and update labels (add mandatory warnings).

② Sample Testing: Send products to CPSC-accredited laboratories, explicitly requesting testing in accordance with 16 CFR 1242/1243 standards to obtain a complete test report.

③ CPC Certificate Application: Based on the test report, the manufacturer/importer shall sign the cpc certificate to ensure the information is consistent with the report.

④ Product Detail Page Optimization: Update age grading, add hazard warnings, and delete sleep-related descriptions.

⑤ Submission for Review: Upload documents and images through the "Compliance Dashboard" in the seller backend and wait for review.
